J.K. does have a tendency to discreetly mention charachters in earlier books before Harry truly knows them. Take Mrs. Figg for instance, she was discreetly mentioned in books 1 and 4, but Harry does not find out she is a squib until book five. I think that Mark and Harry, if related, must be distant relatives, to distant for the whole "sharing the same blood" thing to work, which is why Harry lives with Petunia, or, Dumbledore just may not have known they were related. As for the whole, "no other witch or wizard lives in Little Whinging" thing (Fudge mentioned that), the records most likely aren't very accurate, as they didn't know a squib (Mrs. Figg) lived in the same area. Also, Mark may be muggleborn, and as he is not in school yet, he may not count as a true wizard. Plus if it is unique for a 15 year old to produce a Patronus, then they may have overlooked the fact that he lived there b/c he is only 10
