Yeah. I bet he could get away with it, initially.

But I would bet a huge sum of money, that within a year he would be contacted by either the DMV or some other organization and have the plates revoked. Eventually some cop or highway patrol man is going to see it and know what the heck it means.

And...thats when the fun begins! Because then you get a lawyer involved and take the matter to the courts and then make national news.
