Illinois, New Jersey and Rhode Island all have animal rightist (AR)Governors, two AR Senators and heavily AR congressional delegations in common. Those states' legislatures are also the closest to passing very
destructive AR legislation this session. Sportsmen and animal owners may have made significant progress in changing the federal voting balance, but the three named states are hotbeds of AR activity.

Washington's Governor vetoed his legislature's repeal of a HSUS inspired trapping ban this week. An identical action is expected on Oregon's cougar
hunting dispute shortly. HSUS killed Minnesota's dove hunting season yesterday. Indiana's scheduled public hearings are the prelude to the banning of year-round of beagle running, not any field trialing closure
reversal. The Minnesota loss was very disappointing, following as it did the Wisconsin dove win next door. Sportsmen also failed to support "right to hunt & fish" constitutional amendments in AR, IN and SD this year. Another one's in trouble in LA. We need to close in Texas this week and block several AR bills in IL, NJ, RI and TX.


The only issue with Illinois HB184 is how did get so bad and can anything be done about it at this late date? It's a legislative truism that it's easier to kill a bill than it is to pass one. With a very broad, concerted effort, we killed AR bills in CA. The ARs have reciprocated, killing sportsmen bills in AR, IN, MN, SD and WA. While Illinois sportsmen were trying to unravel the AR anti-gun bills, HSUS jumped all over the IL animal code with HB184.


HB184 covers the entire animal rightist dog agenda, including, Dangerous dog: defined not on the basis of an attack on another animal or human, but on appearance - yes, a growling, menacing dog is "dangerous" and must be muzzled and leashed in public at all times.


Vicious dog: a dog declared "dangerous" three times may be deemed "vicious" and ordered sterilized.


Breeder controls: All Illinois counties are authorized to charge a litter licensing fee for dog and cat litters. Further, all pets may be required to be microchipped and pet "population control" is to be implemented through the use of "sterilization, education, stray control and ... any other means."


Rescue control: No animal rescue group may pull from an Illinois animal shelter unless that rescue group is license by the state or is a registered non-profit.


The only unknown here is how many Illinois counties will make litter registrations, breeder fees/limits and microchipping mandatory and how soon.
I've seen this same agenda over and over again around the country. New Jersey's got an AR controlled study task force examining its entire state animal code with a view towards similar changes. In Rhode Island, animal "guardians" have replaced animal owners. Make dog ownership expensive and onerous enough and it won't matter what the gun laws are, HSUS and its allies will have killed dog hunting as they've always wanted to do.
