I think we're in agreement that the draft is a reasonable measure during wartime. Where we differ in opinion is how to define wartime. I don't consider the current state of the world a wartime. Yes, we have some serious threats, but they are non-traditional (gorilla based, dispersed). These non-traditional threats can't be subdued by merely increasing out troop strength. In fact the more troops we place in the field the more targets terrorist groups have to choose from.

If China decides to curtail Taiwan's independence, we have two choices. One, allow China more control and hope that China's economic progress filters into a longer range social progress. Two, push the issue and possibly start WW3. You can't just say, China might require some troop movement. If we move troops against China, we should fully expect a war. In my personal opinion, China will probably exact more control in Taiwan over the short term, but in the long term, China's government will relinquish more and more control leading to greater freedom.

In regards to North Korea, we need ensure that they have no ability to trade arms and weapons technology. That's not a troop requirement, that's an intelligence requirement. I don't believe that North Korea would be foolish enough to attack South Korea. North Korea's army is large, but they are also dealing with low morale and bad equipment. Besides that, attacking does nothing to improve their situation.

What the US needs to do is reinvest in an intelligence network that works in today's world. The more insider information we have the better we can assess where and when to fight. I prefer targeted small entry forces that go in, complete an op and leave within days. Keeping our regular troops in hostile field enviroments only gives our enemies easy targets and a scapegoat for propaganda.
