Are you really surprised by this? You were in the marines . . . do you see it as 'unbelievable' that a bunch of Marines would do this? I don't.

As far as blaming the administration, that is just silly. The fault here lies within the command structure of the armed forces, and the private firms responsible for some areas of security. Rumsfeld may not have disclosed this to congress, the president, etc., but the Pentagon was investigating this and putting a stop to it.
