Subject: I see where Rosie Miliaca won Miss Racine. How does she qualify

I thought she lived in Oak Creek, but perhaps I am wrong in that she now lives or works somewhere in Racine county. This was the fifth title she has won, and similar to Jenna Walkins or Kylie Thompson, it seems she has success in winning local titles, but once she gets to state -- nothing. It isn't anything new for gals to hop from one title to the next, but when they are successful at state, I can understand their motivation to continue -- Kristina Smaby,Raeanna, and Tianna come to mind.
It seems logical that after previously winning four titles, Rosie would have the edge going into this competition, competing against 11 other girls that never even one local title. However, it would have been nice if one of these other candidates had been given the chance to represent Racine and compete at Miss Wisconsin -- especially since the one that won can't seem to get past 1st base.
