This is something that YOU can't seem to come to grips with. So, in reality with 18 contestants they more than met the requirements to award 4 titles. They have never announced a 1st runner up at previous Sweeps competitions, but I'm assuming the reason they did this is because each Sweeps winner is holding the title for an entire year rather than ending after the Miss Wisconsin competition. So there was nothing to be ashamed about.

And what is also insane is that in one breath, you're criticizing competitions for not awarding more than one title when they have a substantial amount of contestants competing, and then in the next breath you criticize an organization for awarding a number of titles when they more than the required number to award that many.
