Good for Kylie and I applaud her persistance. With the Wisconsin rules a contestant cannot run in a pageant until they give up their title unlike other states. So many girls run out of pageants to run in because they have to wait. Last year Tiana had two options- Miss Wisconsin Central and the sweeps. The smart girls manage the process for an opportunity to get back. Not everyone wants to take a break.
