There are two reasons. The first one is that for TRACON we actually go through 2 classes ITR and RTF. After ITR we are considered done with the pass/fail portion of the academy. Also when we go to RTF we will be joined by people coming back from UP/Down facilities coming to the academy to do RTF Radar training. They will be making there facility pay while at the academy.
