First, I hope your sons are better at constructing a sentence than their mother.

To address your question, the penis grows in the same way as any other part of the body. Some boys develop pubic hair before any significant penis growth. Other boys will notice a significant growth in penis size before they develop hair.

Finally, no it doesn't hurt any more than growth of any other part of the body.
