That's hard to tell cuz puberty starts at different ages for boys like 11 yrs old but some not til almost 14. They say that most boys penis is full grown by age 16 or 17. I didn't get pubes til i was 12 1/2 but I had a friend that got then at 11 and one guy i know still had no hair in 9th grade. i would say that when your 16 what ever your penis size is then is about as big as it will ever be.
