I hope your comment regarding my name was in fun because it certainly has no bearing on the conversation.

It's all well and good to come out and say thisse program is bad but how do you attribute the actual lowering of infant mortality rates in the north compared to pre-war rates? How come none of you address this? I submit that Saddam uses the funds for his own purposes and has no intention of caring for his people. This is why sanctions are indirectly causing suffering. It's the local government.

I'm not sure when this statement "Hans Von Sponeck (UN Official to Iraq) is quoted as saying that the OFF program allows $100 per person to live on for a year" was made but I'll say this. The original implementation of the plan had limits on how much oil could be sold. That limit was subsequently raised and then eliminated all together. Are you trying to say that Iraq (holding 10% of the worlds oil reserves) doesn't have enough to make ends meet?
