Subject: What does this mean?

This is from today's T&G. Not sure what this means? Does it mean if you go to one of these schools that there will be 3 different graduating classes- but from the same building?...

High school changes lagging

WORCESTER- The school system is under the gun to speed up the transformation of its high schools into smaller learning communities, School Committee members were told last night.

Since 2002, the city, with the help of an $8 million matching grant from the Carnegie Corp. of New York, has been working to restructure its public high schools.

But the effort, which involves a partnership with the city school system and local educational institutions, such as Clark University's Hiatt Center for Urban Education, as well as parents and students, has been slowed by budget woes and resistance at some schools.

So far, 11 small schools have been created, three each at North High and South High, four at the Vocational High School and one at Doherty Memorial High.

Three more schools are expected to open at Burncoat High School next year.
