Before 1832, the British political system was entriely unrepresentative and undemocratic. The outcome of general elections was decided solely by the aristocracy and rich landowners in the countryside. After the French Revolution, pamphlets began to circulate Britain. These pamphlets underlined the need for reform in favour of a more representative parliamentary system. Combined with Thomas Paine's 'The rights of man', published in 1792, which also raised awareness of the masses, discontent began to grow.
