And that's when they show the picture at the below link for a moment. So it shows the distress of the moment and the state of affairs.

Or is it an older Peter in that picture. Furthermore, it's the "green Peter" that some have hypothesized, a green Peter who lives in another dimension and is pulling the strings.

William Bell must have put his soul magnets inside of Olivia through the tea he gave her when they first met in the Trade Center of the Red Universe!

This is what Walter says to Nina in in reference to Bell's theory on Soul Magnets in 3:16: "All he needed to do was to prepare someone inserting microscopic soul magnets inside them. And he proposed using injections, food or a cup of tea..."

So people thinking that it was some silly random decision by the writers to bring back Bell in Olivia are wrong. Because of the time jumps, Olivia didn't know how it got into her hand and she had already drank from the cup. So it was more than about warning her about Shapeshifters! And that may be why William was so willing to sacrifice himself for the others to get back to our side.
