Remember that as Altlivia was dropped off at her apartment by her mother, she had the distinct impression that she was being watched?

Little did she know that there was an Observer nearby.

This small moment is perhaps the main crux of the entire episode. If the Observer wasn't there, Fauxlivia's suspicions would not have been raised. She would not have alerted Fringe Division of her worries, and Lincoln would not have sent a security detail resulting in Fauxlivia's abduction. Otherwise Altlivia's abduction would have gone unnoticed as there would have been no one there to ascertain her disappearance. From there, her accelerated pregnancy would have unfolded as Walternate had planned, and she would have returned without anyone but Walternate/Brandonate knowing where she went.

But her suspicions were raised, which means that the Observers intended for everything to unfold as it did during the entirety of the episode.

At the end of the episode, Brandonate questions Walternate's decision to inform Lincoln of key information regarding Altlivia's previous mission to the blu!verse. To me this means that Walternate did not anticipate that the Fringe team would become aware of Altlivia's disappearance. And he wouldn't have, either, if the Observers had not set everything into motion by seeding doubt in Altlivia's mind.

"It is happening."
-- September

We know that the Observers can see multiple probable futures. By saying this, I believe September is seeing their intended future come into being as a result of their manipulation of the sequence of events in the episode. Everything, from Lincolnate and Scarlie's discovery that Walternate is holding back information from them (mostly via Henry), to Henry and Lincoln's involvement in Altlivia's delivery, to Walternate promise to Lincoln of access to Altlivia's mission file, was undoubtedly a part of the Observer plan.

What this plan might entail is uncertain at the moment, but it will surely be addressed sometime during the rest of the season.

Or maybe next year!!
