I am trying to figure out if Joe is playing both sides of the equation or ??

For an episode without many original plot twists, I did not see that last phone call coming. Mind you, we have to remember that Joe has lied to Steve before, trying to say it was for his own good....hmmmm.

plus there was the video that Joe didn't send off to get enhanced that had Steve's dad, Wo Fat, and the woman governor talking something over.

Wonder where Steve's sister is now.....
