Subject: Shoulder Patch?

Bought some things from an auction, and inside were 2 patched. I call them patches...but they have a strap on the underside. I think they might go on top of the shoulders. On the point end, there is a medalion with an eagle and an anchor with stars around the edge. Then farther up there is an embroidered star and above that are 2 stripes, both the same size. Over all measurments are 5 1/2" long and 2 3/8" wide. It is made out of black wool on top and black material on the under side and is very ridged. I saw these on e-bay, but they did not give the name of them. Any help will be greatly appreciated...please send it to my e-mail address.
