In other words, schools and teachers are accountable for what they were *hired to do*. Give the child an education. They are not, IMO, accountable for teaching the child right from wrong; instilling morals and values; etc.

However, if the schools and teachers ARE failing. The ultimate responsiblity lies with the parent to remove the child from the bad environment and put him in an environment in which he DOES get an education. They can do that by holding the teachers accountable and making them improve their performance, or by getting new and better teachers hired, or by choosing an alternate education scenario. A parent can't, IMNSHO, just sit back and say "Oh, its the school that's failing my child. Its their fault, not mine." and do nothing to improve the situation.
