That's really a tough question as we have yet to read book 7.
It's funny you mention the bullet time ting though because, Paul in Dune used the weirding way which seemed pretty damn fast to me in the mini. And then Leto II was even faster.

I guess my theory is this:
The Tyrant had to breed the no-gene into humanity so that humans would be free of prescience forever. He needed to do this because there was an imminent threat to humanity that would cause humanity's extinction if he didn't do it. I believe now after reading The Butlerian Jihad and other hints in the classic novels, that the threat is a race of very human-like machines, who have developed the capacity for prescience as well.
I believe these machines are evil from Herbert's point of view because they have not developed the capacity to love, feel, or understand anything other than themselves, and that is why they are a danger and that is why war is imminent.
Teg is the next Kwisatz Haderach. And by that I mean the next stage in the evolution of the human.
Teg has an awareness which allows him to see no-ships (an important skill to be used against the machines), and limited prescience in the sense that he can see possibilities before him, but not so far into the future that he becomes entranced or trapped by different paths he might take. In essence he is the perfect weapon against the machines and yet benign enough so that he isn't driven mad by his power and is not disposed towards enslaving others with it. he is perfect balance.

I don't know, I am just sort of making guesses here. I'm sure others have better ideas.
