I think the no-room that was found on Gammu was completely different from the first one created. If I remember correctly, the one on Gammu was built for the Harkonnens who went into hiding after Muad'Dib became emporer. The book mentioned how they were able to afford it because of all the spice stashes and other valuables they had. I thought the no-room in The Prelude to Dune was on Richese, or maybe it was on the man-made laboratory moon of Richese. I don't remember the details very well, having not read the books in nearly a year and a half.

About the encyclopedia online: Do you have the Adobe Acrobat Reader installed on your computer? It is needed to view .pdf files. Otherwise you would probably just see a bunch of machine code.
