tleilaxu and leto

so i've read GEoD three times now and am working on HoD for a third time and a question just occured to me that maybe someone else might have some insight to.

the tleilaxu supposedly have been keeping this anceint sufi religion intact and unchanged from before the time of leto II and have been playing up this myth that they are immoral and dirty for their own ends.

waff at least considers Leto 2 to be god's prophet and reveres him. this leads me to believe that this is the common belief among all the tleilaxu, and since they've been keeping this religion alive for eons, with very little change, i have to assume that this belief in leto wouldn't have changed either.

why then the assassination attempts on leto on the bridge going to onn and in onn in GEoD, if he was considered a holy prophet? if he wasn't considered a prophet, then they can't really say they've kept the religion unchanged, because they would have had to make room for leto.
