I totally disagree that congress had the right to give that power to the president. Congress has not declared war against Iraq, congress did authorize force; however, Bush hasn't even gone through the formality of asking for a declaration of war. I think that it is important that we heed this seperation of powers because the people can hold the individual members of congress to their votes.
