Subject: can a dog hear sometimes or some tones?

Our 4 month old Bichon is a great new addition to our family. My husband and I are alone in the house and therefore I spend a lot of time with "Buddy" the puppy. Our trainer thinks that Buddy might be deaf as she tried to get his attentiont with a squeaky toy and didn't succeed. I have been keeping an eye on this for the last week and am still confused. I am under the impression that Buddy hears some things. Does this just mean that he is avoiding what he doesn't want to hear or is it a speciafic tone of voice that he is not hearing. Is he just too young to have the attention span that I thought? Do I wait before having him tested and see if it is just an age thing? Buddy did wake up one night last week to startle of people talking outside and barked. I just thought that we were blessed with a dog that doesn't bark very much but does this mean something else? Please give me your opinion.
Thank you
