Not odd. As the owner of a snowblower I can tell you this is not odd behavior. Your neighbor whas probably putting his snowblower away for the season. It is recommened to fill the gas tank and put a fuel stabilizer in and run for about 5 minutes. I do the same with my mower in the fall...also my motorcycle when I had one.
