It has nothing to do with the dealers. It has everything to do with what the manufacturers charge the dealers. And it doesn't change, except for rebates and kickbacks. And those can't change much.

BUT, ... the price of used ones can fluctuate wildly. And right now they are way down.

A current model year used is always about two grand less than the same thing used, and that's for starters. (In other words if someone were to trade in an 08 right now, the ACV, or "actual cash value" would be about $2k less than the current invoice for a new one from the factory.) Minus any damage or anything else that makes it less desirable. And if new ones aren't selling, which they aren't, then you can deduct more.

I think right now a used 2008 could be had for less than three thousand dollars below the dealer cost of a brand new one.

That would be a heck of a deal for what is almost a new vehicle.
