British Defence Secretary Geoff Hoon on Monday described progress in the Iraq war as a "mixed picture" outside the cities of Baghdad and Basra. "Inevitably the picture is a mixed one," he told reporters in London, adding that it was not as good as the U.S. and British forces might like in some areas.

Hoon also said military officials estimated the operating ability of Iraqi President Saddam Hussein's elite Republican Guard had been reduced by 50 percent
