At least 6 months to create new Iraqi government: Wolfowitz

US Deputy Defence Secretary Paul Wolfowitz has said it will take more than six months for an Iraqi government to be created to run the country after President Saddam Hussein's regime has been defeated.

Asked whether the Iraqis could set up a new government as quickly as the Kurds set up a territory in northern Iraq in 1991 after the first Gulf war, Mr Wolfowitz said it would take longer.

"Six months is what happened in northern Iraq. This is a more complicated situation. It will take more than that," he told Fox News.

Mr Wolfowitz has been involved in the Pentagon's creation of the Office of Reconstruction and Humanitarian Assistance (ORHA), which is preparing to begin operations in the southern Iraq port city of Umm Qasr.

Headed by retired Army General Jay Garner the new office will spearhead humanitarian assistance and reconstruction.

Mr Wolfowitz said a first step would be to set up an administration run by the US-led
coalition, which would eventually hand over to Iraqis.

He said he did not have a timetable for the transition at this stage.

"The interim authority is really a bridge from the coalition administration that's going to start to ultimately a legitimate and competent government for Iraq.

"It's going to depend a lot on how people are able to come out from inside the country to express themselves, how able Iraqis are to come together," he said.

Mr Wolfowitz also said the Iraqi government still controls large parts of Baghdad but he touted the advances US troops have made thus far.
