Let my rephrase your word.
You mean Hong Kong's government should sack all its employee without reason even it is against the law and the government have to pay huge a mount of pension which it can not affort.
Isn't it?
I really can't see what the point is.
If the government really do so, what is the benefit?
No need to pay salary anymore? Then why should we need a government?
