Subject: 削高官數目 比遣散公僕可取

政府考慮以遣散方式減少公務員人數及公共開支,這做法後果嚴重,較理想的方法是透過重整高層架構,減少高級公務員職位數目,並將更多政策研究外判。

遣散的最大缺點,在於影響公務員隊伍的穩定。首先,政府必須先制訂遣散準則,無論是按年資、按部門冗員多寡,還是按工作表現遣散,都必會引起公務員團體反對。再者,公務員在遣散準則推出前,終日誠惶誠恐,不但影響工作情緒及效率,亦會因前景不明而減少消費,令已疲弱不堪的消費市道雪上加霜。部分被遣散的公務員重投勞動市場,對原本已供過於求的勞動市場構成更大壓力。

較可取的方法,是政府透過重整高層架構,減少高級公務員職位數目。自從問責制推出之後,在原本的司級官員之上再加一級部長,形成臃腫的政策制訂架構。教統局與教署透過合併減省高級公務員職位數目及政府開支,成績有目共賭,其他局署何不效法﹖另一方面,政府現時每年花費大量公帑聘請顧問,協助政府研究政策,意味這些顧問公司質素合乎政府要求。假如政府擔心減省高級公務員職位會影響政策質素,何不考慮將更多的政策制訂工作外判﹖
