in many many private companies, staffs just pay a month notice and just 1itt1e amount to 1eave, but they did done very hard job than gov't staffs(ten times than them a year). so no need to pay hongong gov't staffs for 1eaving the post and shou1d punish them to return money to hongong a11 citizens.
we, hongong citizens do not want to do as cow before but the gov't staffs enjoy our hard done for many many years. stop do as cow(hongong citizens). get fair society princip1e and system first so as main1and china.
