悉尼Epping至Chatswood鐵路線修建大量超支

預計于2008年完工的澳洲悉尼埃平(Epping)至卓士活(Chatswood) 鐵路線的財政支出現已大大超過預算金額﹐澳洲紐省政府承認其超支金額達2億至2.5億澳元﹐即佔用每個納稅人70澳元的稅金。
據了解﹐該鐵路防噪音設備的額外成本預算原為7,000萬澳元﹐但由于受通貨膨脹的影響﹐該成本費用增加到1.3至1.8億澳元之間﹔這一鐵路工程目前已成為紐省交通廳預算案中的首項最高支出。

紐省交通部長沃特金斯說﹕修建該鐵路的初期是依據當時3%的通貨膨脹率進行預算的﹐而現在建筑行業的通貨膨脹率已達6%﹔油價、勞動力費用以及從中國進口的鋼鐵也已超出預算成本﹔加上一些鐵路建筑技術方式的更新和使用也抬高了建造此鐵路的成本額。他還說﹐1/3的額外費用是用于降低諸如工程中的噪音等項目。 “正如人們建造和改建房屋一樣﹐存在著一些人們無法預料和無法控制的市場因素。”

紐省反對黨領袖戴伯南(Peter Debnam) 就此指責說﹕在過去12年裡﹐政府在財政問題上一直是禍患無窮﹐無論是在鐵路建設還是其它建筑項目中總是處于預算超支和竣工延期的狀況中﹐建筑行業常常重蹈困難重重的局面。

這條正在建設中的雙線地下鐵路全長約13公裡。它將連接悉尼北部線的埃平和北岸線的卓士活﹐並將在麥克裡大學和麥克裡公園等處設立火車站。
