Maybe, maybe not, but if you have a gut hunch this man is dangerous, go with it. It doesn't sound like there's anything worth reporting to anyone, just don't have anything to do with him anymore.

If things take a turn for the worse economically or he suffers any unusual setbacks and starts acting out, I'd encourage the wife to seek counseling to help her make the choice to leave. Otherwise, I'd simply make the choice myself to stay away from anyone I feel unsure about.
