Subject: My beloved dog is killed with rat poison, who would do this?

My beloved dog was killed with rat poison (verified by a lab) and my other dog was sick too (he survived). I'am sick with grief and angry also. I suspect a neighbor but have no proof. I have always had bad feelings about him. I think he may have feared my dogs (they are large breeds--one is a pure bred German Shepherd who is very keen. This
man has two small dogs he walks around the neighborhood with no leash and my dogs go crazy. I have often wondered if it is the dogs, or him they are so upset about. One time my son and I were taking trash out to our dumpster and he went totally PSYCHO on us. Told us where to put our trash so he could back his truck into his garage and it would not be in the way. One time he kept my pet cat locked up in his garage on a VERY hot night. Claimed he did'nt know she was mine(which I don't believe) I was worried about her all night long. All he had to do was ask me to get her. I almost think he tried to kill her. He is passive-aggresive too. His dogs go poo in front of our vehicles, so we have stepped in it and told him about it. He just ignored my husband and walked away. My husband is a police officer so he will not get mouthy with him but does other things. But to kill a dog? He just seems strange to me, it is something I feel. What type of person would kill a sweet animal? Barking is not reason enough. Thanks for any insight.
