社福界不是不知人間疾苦,只是撥款的要以"服務量"來評定機構的表現,他們亦要盡量投其所好,因循的以"可量化"的服務為主,去應酬社署最高層o
這個年復年削減的"一筆過撥款"及資源增值已令各機構疲憊不堪,且使人士管理及服務內容漸漸畸形o苦了同工,更苦了受眾,無奈 o
