I updated the description, is this better?:

" If a racer races only Fiesta Island 19-29 then they will be placed in CAT 4/5, otherwise they will be placed in CAT 4/5 if racing at Fiesta Island and at other USCF 4/5 time trials or they will be placed in Masters if racing a Masters category in other USCF time trials (see Masters category translations below). A racer will not be placed in CAT 1/2/3 unless they race and accumulate points in a USCF 1,2, or 3 time trial."
