the rare finds items are not random, meaning a particular village will always sell that particular rare find.(for example Rose Brooch can only be gotten at Banner Village) but of course as you progress through the game, the rare find items will get better.
Actually you have just discovered a trick. If the rare find item that you need is grey out, save and reboot. Keep trying until it reappears. Or else the game has an internal clock of about 20-30 minutes before the rare find items get restocked.
