Yes, it does make you wonder a bit about why Faith's been allowed to slip through the net again and I do think Giles is up to something he doesn't want Buffy to know about.

In relation to Angel and W&H - I'm not so sure about Faith staying on good terms with Angel after S7. She's invested a lot in seeing him as her moral guiding light and I tend to think that the idealism immediately post-S7 would have made her react badly to the Angel & Hart deal (especially given that she herself got involved with W&H at her worst point of despair). Plus Angel himself, even at the beginning, felt conflicted enough about W&H and its morality that he might have wanted to keep her strictly away. But that's the sort of character analysis that you can argue both sides of until it becomes canon, if ever.

In terms of the other characters I can see your point about Buffy and Dawn, and the more dubious decisions about who to put in charge, but I don't think we're meant to fear a return to the Willow magic-crack thing. If only because it got such a hostile response from the fans and because they seemed in S7 to be painting it as a semi-possessing tainting influence rather than an addiction, and seemed to be showing it to be "cleansed" at the end.

In general terms I think your problems with the character development are down to Whedon's preferences and limitations as a writer, I've lamented the way as his career developed he seems to have become increasingly extreme in his valorisation of muddling through and depiction of organisation and foresight as in some way inherently evil.
