You could be right, but the very fact that Faith was in Cleveland along with Robin's Slayer crew says to me that she's still with them. Also, Robin has her number, and she has Robin in her phonebook, as shown by his name on the screen of her phone. Their relationship apparently didn't last much further than the end of s7, so my take is that she is still with the Council.
