The problem with Andrew as a suspect, IMO, is precisely that he is the most obvious choice, because we know how Joss feels about doing what we expect. Unless, of course, he knows that we know that, in which case we'd expect the unexpected, which would make the unexpected choice the expected choice, and the obvious choice the the unexpected choice. Therefore Andrew would be unexpected, and therefore likely. But Joss is smart enough to expect us to expect this, therefore Andrew would be obvious again... I'm going to stop myself now.

Actually, I don't think Buffy is the inside man (and I don't really think Riley is Twilight either). But it wouldn't surprise me if Giles knew that someone in the inner circle was betraying them, and that that was a factor in his behavior.
