Of course he didn't. Tim Minear and Whedon obviously intended for Gunn to accept the threat. What I'm complaining about is that both seemed to have forgotten that Angel Investigation, Part II was co-founded by Charles, Wesley and Cordelia. And this is why I dislike the idea of Wesley treating Charles like some employee, instead of a colleague and co-owner of the agency.
