Like you, I have a nasty feeling that Joss will do a generic "evil military hates on progressives" story (without actually doing much to explain why the heros are progressive). Your plot idea would be excellent, I think Garth Ennis did a similar plot for his first arc on The Punisher. The trail for Vaughan's Faith-in-Britain arc in the latest issue of the comic suggested that it would involve Faith faced with an out-of-control Slayer.
