Would any of the readers be opposed to a "Handbook to the Buffyverse" type book that explained some of the finer details of how it all works? Marvel has for years done this for their universe, explaining how operations like SHIELD are funded and how Iron Man makes his money (which right now are kind of the same things, I'd imagine).

This would help us understand maybe exactly what kind of resources The Council and W&H have. Or is this type of thing better left open-ended for more flexible story?

I would prefer the former. It gives some boundaries for the writers to work within that might provide better story. Remember, this isn't television. They shouldn't have to worry as much about exposition within the story.
