Yet another explanation that doesn't really work:

1. The UV released by the First comes through the portal as soon as it opens. Obviously, he (or she) was waiting just below the seal - alert, aware, & eager to fight.

2. The UVs in "Chosen" aren't alert or aware - they don't even notice when the Slayers enter the cave. They were minding their own business, doing whatever undead predators do when there hasn't been any available prey since the Middle Ages (starve ? sleep ?). They weren't necessarily weaker than than UV #1, they just weren't ready for a battle.
