I'm not certain what they call it, but if you don't pass you cannot graduate.

It's under challenge in the courts. There are questions about its fairness, when students don't have the same opportunities during school. Also, there are issues with special needs students who have been promised a diploma if they complete certain alternate programs and then suddenly they can't get one.

It's a mess. Pretty typical.
