We know that the First Evil breeds these Ubervamps, it is said in the Show that their numbers are constantly increasing.
But they don't feed or recruit on Sunnydales population. Obviously the first creates them in some "unnatural", magical way.
So it might be entirely possible that the first Ubervamp was her fully developed prototype, while most of the Ubervamps down in the cave are still in some way undeveloped or immature. And of course it is the weakest of them who flee upstairs away from the slayers instead of attaking them. So Dawn, Xander & co. actually would fight against some sort of "Baby-Turok-Han" (wich are still dangerously enough)

This would it also make it more neccesary that Buffy attaks the First herself instead waiting to be attaked. Since the Ubervamps would have been increased not only in numbers but also in individual strength every day.
