I didn't see it as so much a cliffhanger as a way to have Xander save Buffy vice Angel. I think one of the goals of the series was to say that even those without powers can be heroes. I think they wanted Xander to save Buffy to demonstrate the power of Buffy's team, that even the weakest member could play an important role in the fight. Maybe this is a retrocon but I believe the power of a slayer with friends and family was a key point in the series (as noted by Spike in School Hard in early S2) but I tend to think that Joss had this in mind right off the bat and this was a way to make Xander play a key role. If Angel had a breath, it would of natuarlly been him to save Buffy (he was, after all, the champion) rather than Xander.
As I have said before, I enjoy discussing thse questions but I do not think the inconsistencies really matter and they do not detract from the meaning of the series. But that is an individual thing, each free to be more or less bothered by thse issues.
