Most definitely, at least for the typical New England accent. I can't recall where I thought I heard Boston but it must have been Buffy S3 and I think Giles says she is from the Boston area. She certainly does not sound like the typical Bostonian but I do not know if everyone from Boston necessarily has the typical accent.
