Subject: Cordy's vision of Fred

I was just watching the Pylea arc on Angel and something occurred to me. Why did Cordy get a vision of Fred instead of anyone else who had been abducted into Pylea? My thought was that the PTBs hoped that Fred would join Angel and co. Just my guess, anyone else got any ideas?
