I wasn't leaving out the last words so much as focusing on what came before them. In form he left it up to Buffy with his closing words. It's just that in substance he didn't because of what preceeded them.

As for his sincerity, perhaps I am being a bit harsh. I just never got the impression before ITW that he felt that strongly about Anya and his subsequent behavior reinforced that, so I retained a bit of skepticism about that scene.
